At Adecco, we are proud to partner with the UK Ministry of Defence (MOD) in providing critical recruitment services for the UK’s Armed Forces. This new approach will, for the first time, see the Royal Navy, the British Army, and the Royal Air Force have a joint Armed Forces Recruitment Service (AFRS). Delivered through a partnership of the MOD, Serco, Adecco and a consortium of partners, this service will provide end-to-end support from candidate attraction to assessment, onboarding, and Phase 1 training.
Job Title: Solutions Design Lead (Policy)

Location of role: Home based, with travel to South and South West England as required
Date: January / February 2026 commencement (12 month FTC)
Summary
The Solutions Design Lead (dedicated to Policy Management) will play a critical role in ensuring that recruitment related policy across the Royal Navy, British Army and Royal Air Force is fully understood, aligned, and embedded within the AFRS operating model. This role will act as the key link between tri-service policy owners, the AFRS Solution Design team, and project management team, ensuring all policies are interpreted, integrated, and governed effectively within the future solution
What you’ll be doingKey responsibilities include, but are not limited to:
Lead the identification, analysis, and alignment of recruitment related policies across the Royal Navy, British Army and Royal Air Force
- Collaborate with MOD policy owners and Adecco delivery teams to interpret and translate policy into operational and digital solution design requirements
- Support the AFRS Solution Design Director in embedding policy governance within the Target Operating Model (TOM)
- Act as a subject matter expert on policy changes affecting recruitment processes, compliance, data governance, and candidate experience and ensuring this is fed back to Solution owners
- Develop and maintain a central policy register to track ownership, updates, risks, and dependencies
- Provide assurance that policy requirements are consistently applied across all AFRS workstreams and delivery partners
- Work closely with Project Managers and Solution Leads to translate policy impacts into project actions, deliverables, and test criteria
- Proven experience in recruitment, HR policy, or compliance solution design
- Strong understanding of policy frameworks and governance structures (ideally within Defence, Government, or large-scale regulated environments)
- Ability to analyse, interpret, and operationalise complex policy into clear business and system requirements
- Excellent stakeholder management skills, with the ability to influence across multiple organisations and levels
- Experience delivering or assuring complex solutions in multi stakeholder environments
- Strong written and verbal communication skills, capable of producing clear reports and policy summaries
- Commercial and operational awareness, with the ability to balance compliance, efficiency, and service outcomes
- Highly organised, capable of prioritising and delivering across multiple workstreams
- Collaborative approach, able to build trusted relationships across MOD, Adecco, and consortium partners
